SB295 Summary

• Establishes procedures for excavators undertaking complex or large projects, defined as activities extending beyond 40 working days, involving five or more concurrent work crews, or requiring multiple locate requests within the same period.

• Requires excavators on complex or large projects to provide operators with at least five working days advance notice and participate in pre-excavation planning meetings and negotiated working agreements.

• Deletes sunset clause that previously limited the Underground Damage Prevention Program requirements and makes the program permanent.

• Removes language restricting the One-Call Notification System to nonprofit status and clarifies that system may be incorporated as nonprofit, public, or governmental entity.

• Effective January 1, 2026.
