Authorizes operation of off-road vehicles on public roads in unincorporated county areas with maximum speed limits of 55 miles per hour, excluding interstate highways and municipalities.

Requires off-road vehicles to be registered, display restricted-use tags, have liability insurance meeting minimum requirements under Chapter 7A of Title 32, and be equipped with brakes, lights, horn, seat belts, roll bar, spark arrester, muffler, and windshield.

Mandates operators be at least 16 years old with a valid driver license and follow all applicable duties of private motor vehicle operators under Chapters 5 and 5A of Title 32.

Exempts off-road vehicles from equipment requirements when operated on private land with owner permission, for agricultural purposes, or for wildlife management, law enforcement, emergency services, and official governmental purposes.

Establishes violation of the law as a traffic infraction and protects counties from liability for damages arising from off-road vehicle operation; becomes effective October 1, 2025.
