AL SB308

Amends Alabama Code sections 45-41-130, 45-41-130.01, 45-41-130.02, and 45-41-130.03 to clarify the functions, duties, and responsibilities of Lee County's county engineer and county commission.

Establishes that the county engineer shall be responsible for management of the county highway department and maintenance of county roads, highways, bridges, and ferries at the discretion of the county commission or its designee.

Delegates all functions, duties, and responsibilities for construction, maintenance, and repair of county roads, highways, bridges, and ferries to the county engineer, who must work for the benefit of the county as a whole without regard to district or beat lines.

Requires the county engineer to report to the county commission as a whole or its designee and specifies eight primary duties including employment of personnel, engineering services, annual budget preparation by September 15, and authority to expend budgeted funds in accordance with purchasing procedures.

Takes effect immediately upon enactment; passed by the Senate on April 24, 2025 and the House on May 7, 2025.
