Establishes an event storage license allowing holders of certain special event licenses to store alcoholic beverages at one designated location and transfer them to special event venues, effective January 1, 2026.

Permits event storage licensees to hold up to three licenses if storage locations are at least 100 miles apart; restricts beer and table wine purchases to licensed wholesalers and liquor purchases to board wholesale only.

Creates a government venue license authorizing sales of alcoholic beverages at state, county, and municipal government-owned properties during special events, with eligible applicants able to convert existing special retail licenses by September 30, 2026.

Requires event storage licensees to maintain three-year records of all purchases, transfers, and sales; mandates secured facilities with access control systems and temperature control; allows board inspections and assessment of civil fines up to $1,000 for violations.

Sets license fees at $550 annually for event storage licenses and $250 annually for government venue licenses; becomes effective July 1, 2025.
