Creates a new Educational Tourism Distillery license issued by the Alabama Alcoholic Beverage Control Board requiring a $1,000 annual license fee and minimum annual production of 100,000 gallons with at least 50% of gross sales from on-site manufactured liquor.

Authorizes on-premises consumption sales in a minimum 500 square-foot enclosed area with tastings limited to 1.5 ounces per flight, plus sales at food service locations and special events on the licensed premises.

Permits off-premises retail sales of manufactured liquor limited to 4.5 liters per customer per day, with all liquor subject to state liquor store markup and excise taxes collected monthly by the licensee.

Requires licensees to maintain a $25,000 surety bond, keep detailed manufacturing and sales records, allow board inspections at any time, and register all labels with federal approval before sale.

Allows Educational Tourism Distillery licensees to purchase table wine from small farm wineries for on-premises consumption and permits one off-premises storage extension location within 10 miles of the main premises for finished and unfinished goods.
