Amends Sections 8-32-1, 8-32-2, 8-32-3, and 8-32-5 of the Alabama Code to regulate service contracts sold to consumers in the state.

Adds mobile telecommunications service providers to the list of entities (alongside electric, gas, water, and telephone utilities) whose agreements on transmission devices are exempt from service contract regulations.

Requires providers to disclose in boldface print larger than the advertisement body any right to refund a contract holder in an amount less than the provider's cost for repair or replacement of covered property.

Modifies service contract definitions and requirements, including technical updates to section numbering and language regarding reimbursement insurance policies and contract holder refund rights.

Becomes effective January 1, 2026; passed the Senate with 31 yeas and 0 nays on April 29, 2025.
