Imposes new court costs in Barbour County: $25 per civil case (except small claims), $25 per misdemeanor/felony/traffic case upon conviction, and $10 per small claims case.

Fees cannot be waived unless all other associated fees, assessments, costs, fines, and charges are also waived.

Collected fees deposited into Sheriff's Office Hazardous Duty Fund for hazardous duty payments to nonclerical sheriff's office employees, excluding the sheriff.

County commission and sheriff may disburse hazardous duty payments semi-annually, quarterly, or monthly, but no less frequently than annually.

Provisions only become effective upon majority voter approval in a referendum held on a regularly scheduled election day in Barbour County; if voters reject the measure, the act is repealed.
