Deletes the requirement that the Alabama Department of Environmental Management prevent involvement of other federal, state, and local government units in drycleaning contamination problems.

Reduces the required minimum balance in the Alabama Drycleaning Environmental Response Trust Fund from $1,000,000 to $250,000.

Maintains existing deductibles for fund coverage: $10,000 for drycleaning facility owners/operators and persons owning abandoned facilities; $50,000 for wholesale distributors.

Establishes annual spending limit of $250,000 per site unless the board determines an imminent and substantial endangerment to human health or environment exists.

Becomes effective October 1, 2025.
