Increases the Board of Pardons and Paroles from 3 members to 5 members, with the Governor required to appoint the two additional members by January 1, 2026.

Increases the minimum number of law enforcement officers on the board from 1 to 2, each with at least 10 years' experience in investigating violent crimes or supervising offenders.

Changes the chair selection process so the board elects its chair annually by December 1 of each even-numbered year, rather than the Governor designating the chair.

Establishes mandatory parole reconsideration schedules when parole is denied: no more than 2 years for nonviolent offenders with sentences of 20 years or less, 5 years for other offenders, 10 years for life sentences for violent Class A felonies, and 180 days for medical parole cases.

Becomes effective October 1, 2025; passed the Alabama Senate on April 24, 2025 with a vote of 16-8.
