Sets city council member salaries in Class 1 municipalities equal to the median household income of that municipality, rounded up to the nearest thousand, based on U.S. Census Bureau data available on November 3, 2025.

Makes this salary the total compensation payable to council members and supersedes all other expense allowances, salaries, and compensation previously provided by law.

Requires municipalities to publish council member salaries on their official website in a readily available format for public viewing.

Repeals Act 87-797 of 1987 and multiple Code of Alabama sections (11-43-7.1, 11-43-7.2, 11-43-7.3, 11-43-66, and 45-37A-52.54) that previously governed city council compensation in Class 1 municipalities and Birmingham.

Becomes effective November 3, 2025.
