• Allows local school boards to serve as authorizers for converting two or more existing non-charter public schools into conversion public charter schools operating as a conversion public charter school district.

• Local school boards serving as conversion charter authorizers must release requests for proposals to education service providers to manage the converted schools, or may employ qualified individuals directly if no providers apply.

• Conversion public charter schools must adopt enrollment preference policies for students residing in the former school's attendance zone, and the local school board serves as the governing board rather than requiring an independent board.

• Establishes procedures for conversion including teacher/administrator interview opportunities, potential personnel transfers to other district schools, and permitting reductions in force when enrollment or revenue decreases.

• Effective date: October 1, 2025.
