Local education agencies, public four-year institutions, and public two-year institutions must submit annual break/fix rate reports to their respective oversight bodies on or before August 15, including the percentage of malfunctioning devices and total repair/replacement costs from the previous school year.

Break/fix rate is defined as the percentage of school technology devices (computers, tablets, interactive whiteboards, and similar equipment) requiring repair due to physical damage, hardware failure, or breakage prior to their stated life cycle period, excluding insurance-covered incidents.

The State Department of Education, Alabama Commission on Higher Education, and Board of Trustees of the Alabama Community College System shall each report aggregated break/fix rates to legislative committees annually by the first day of each regular session.

Respective oversight bodies may adopt rules requiring institutions to evaluate long-term ownership costs (including repair expenses), flexibility for innovation, and anticipated resale or salvage value when acquiring technology and hardware.

Act becomes effective October 1, 2025.
