Sets mayor salary in Class 1 municipalities at 10 percent higher than the highest paid employee under the county personnel board, fixed on the day the mayor's four-year term begins.

Mayor's salary remains fixed throughout the four-year term regardless of whether the baseline employee salary increases or decreases.

Salary paid biweekly and supersedes all other expense allowances, salaries, or compensation for the mayor provided by law.

Amends Section 11-43-80 to exclude Class 1 municipalities from council-prescribed salary provisions and repeals prior salary provisions for Class 1 mayors and Birmingham's mayor salary statute.

Effective date: November 11, 2025.
