AL SB39

Requires all members of occupational licensing boards and commissions subject to the Alabama Sunset Law to complete a board governance course provided by the Department of Examiners of Public Accounts.

Board members serving on October 1, 2025, must complete the course by March 1, 2026; new board members must complete it within 150 days of beginning their term.

Course must be at least five hours and cover the Alabama Open Meetings Act, Contract Review Permanent Legislative Oversight Committee role, travel and compensation policies, recurring audit issues, and general operating procedures and best practices.

Board members must sign an affidavit affirming ethical principles including basing decisions on entity needs and public welfare, avoiding personal or political interests, considering all members' views, maintaining meeting attendance, and not corrupting entity operations.

Act becomes effective October 1, 2025; passed by Senate with 31 votes in favor and 0 votes against.
