Authorizes the Secretary of State to designate an individual to serve in their place on the Alabama Athlete Agents Commission, allowing delegation of the Secretary's required commission membership.

The commission continues to consist of the designated individual (or Secretary of State) plus 18 appointed members from the Governor, Lieutenant Governor, Speaker of the House, 14 universities, and the Alabama High School Athletic Association.

Updates code language to refer to "individuals" instead of "persons" and clarifies that appointees must take oaths before any lawfully authorized individual rather than only specified persons.

Specifies that "urban/rural" terminology is updated to separately reference "urban, rural" diversity in commission membership requirements.

Changes the commission's authority from "promulgate" to "adopt" rules and standards of conduct for athlete agents, effective June 1, 2025.
