Expands civil liability protections to individuals affiliated with or members of community emergency response teams (CERTs) who have completed Federal Emergency Management Agency (FEMA)-recognized training curricula.

Changes previous requirement of CERT "certification" by FEMA to instead require completion of CERT training curriculum recognized by FEMA, broadening the scope of protected individuals.

Extends immunity to licensed engineers, architects, surveyors, contractors, and subcontractors participating in emergency response activities under CERT or government emergency management direction without compensation, provided they act as reasonably prudent individuals would act.

Immunity for emergency responders and volunteers applies when rendering first aid or emergency care at accident or disaster scenes without making charges, excluding only gross negligence or willful misconduct.

Effective date: October 1, 2025.
