Increases registrar daily salary from $80 to $115 per day, effective October 1, 2025, with state funding and employer Social Security/FICA tax reimbursement to counties.

Adds new qualification requirements for registrars including high school diploma/equivalent, excellent communication skills, intermediate computer proficiency, and ability to operate office equipment.

Requires state board of appointment to consider racial, gender, urban, rural, and economic diversity when making registrar appointments on or after October 1, 2025.

Establishes mandatory operating hours for boards of registrars: either matching courthouse hours or establishing and publicizing regular hours with staff present during those hours.

Clarifies that registrars are state employees for Social Security and benefits purposes, and allows counties to extend health insurance to registrars with 16+ years of service on the same terms as county employees.
