AL SB54

Expands the definition of "critical infrastructure facility" to include 25 specific facility types, from chemical manufacturing to pulp and paper facilities, as well as any critical infrastructure located on or within these facilities.

Creates the crime of unauthorized entry of a critical infrastructure facility as a Class A misdemeanor, with enhanced penalties to Class C felony if the person damages infrastructure, interrupts operations, or operates an unmanned aircraft system with a weapon or explosive during the offense.

Establishes an employment exception, exempting actions committed by persons within the scope of their lawful employment from unauthorized entry and property damage prohibitions.

Preserves protections for lawful assembly, peaceful petition, and labor disputes, and prevents application of the law to state, county, or municipal actions on their respective rights-of-way.

Becomes effective October 1, 2025.
