Library board members serve at the pleasure of their appointing authority and may be removed by a two-thirds vote of the county commission or municipal governing body.

Each library board member serves a four-year term, with initial appointments staggered at one, two, three, and four years to establish rotation.

Library boards must report annually by December 31 to the Governor, Speaker of the House, and President Pro Tempore of the Senate detailing board membership and actions taken regarding review or removal of collection items in the previous 12 months.

Library board members serve without compensation and appointing authorities must ensure board membership reflects racial, gender, geographic, urban, rural, and economic diversity of the state.

Joint library boards established between multiple political units must follow the same appointment and removal procedures, with members serving at the pleasure of their respective appointing authority and removable by two-thirds vote.

The act becomes effective October 1, 2025.
