SB61 - School Psychologist Interstate Licensure Compact

• Alabama adopts Article 6 of Chapter 26 of Title 34 to establish the School Psychologist Interstate Licensure Compact, enabling school psychologists to practice across member states without duplicative licensing requirements.

• Establishes a joint government commission composed of representatives from member states, with authority to adopt rules, manage finances, conduct meetings, and enforce compact provisions.

• Allows licensed school psychologists with an active home state license to obtain equivalent licenses in other member states after completing state-specific requirements, background checks, and applicable fees.

• Provides special provisions for active military members and their spouses to maintain home state licenses in multiple locations including permanent residence, primary practice state, or states where relocated.

• Effective October 1, 2025; compact becomes operative when enacted by seven states; preserves Alabama's sole jurisdiction over conflicts with state law or constitution.
