Requires persons engaging in the business of cutting, trimming, severing, or uprooting aquatic plants in public waters to employ commercially reasonable methods to remove the plant matter from those waters.

Violators are guilty of a Class C misdemeanor with fines of not less than $500 remitted to the primary enforcing law enforcement agency.

Directs the Department of Conservation and Natural Resources to adopt rules implementing the requirement and establishing what constitutes commercially reasonable removal methods.

Effective October 1, 2025.
