• State Board of Veterans Affairs transitions to an oversight capacity, advising the commissioner on veterans' matters and developing policy recommendations rather than directly managing department operations.

• Commissioner assumes executive and administrative authority over the department, including power to adopt rules, appoint assistant commissioners and district managers, and establish minimum service standards.

• Duties previously held by the board transfer to the department and commissioner, including establishing and operating state veterans cemeteries, adopting departmental policies, and contracting with veterans' organizations.

• Act becomes effective immediately upon passage.
