Transfers authority to enter into mutual aid agreements from the director to the governing body of each local emergency management organization.

Expands the scope of mutual aid agreements to include reciprocal aid and assistance for protecting public peace, health, and safety, in addition to disaster relief.

Provides that employees of political subdivisions have the same powers, duties, rights, privileges, and immunities when rendering assistance under mutual aid agreements outside their home political subdivision.

Adds a definition of "governing body" as the political subdivision establishing the local organization for emergency management.

Becomes effective October 1, 2025.
