SB7 Summary

• Provides automatic restoration of voting rights for individuals convicted of felonies (except treason and impeachment) upon completion of sentence, parole, or probation, eliminating the requirement to apply to the Board of Pardons and Paroles.

• Eliminates qualification requirements for absentee voting, allowing any qualified elector to vote absentee without meeting specific criteria.

• Establishes the Alabama Voting Rights Act Commission with 5 randomly-selected commissioners from a qualified candidate pool to review and preclear election-related policies in covered jurisdictions to prevent voter discrimination against protected classes.

• Requires the Secretary of State to create and maintain a statewide election database containing demographic data, election results, voter registration information, and polling place locations to assess compliance with voting rights laws.

• Establishes a Voter Education Fund to support voter outreach efforts, education campaigns, election official training, and grants to organizations conducting voter registration and civic engagement activities.
