Expands Alabama Code Section 14-11-31 to prohibit any person with professional access to custodial individuals from engaging in sexual conduct with them, not just specific employees.

Applies the prohibition to persons in custody of the Department of Corrections, Department of Youth Services, sheriffs, counties, and municipalities.

Maintains existing prohibition on probation and parole officers engaging in sexual conduct with individuals under their supervisory, disciplinary, or custodial authority.

Classifies violation of the statute as a Class C felony for custodial sexual misconduct.

Eliminates consent as a legal defense for persons in custody or on probation or parole in prosecutions under this law; effective October 1, 2025.
