SB83 Summary

• Beginning January 1, 2028, public entities must install powered, height-adjustable, adult-size changing tables in new or totally renovated public restrooms accessible to both men and women when renovation costs at least $500,000.

• Public entities must provide signage, maintain directories indicating table locations, perform regular cleaning and maintenance, and ensure compliance with 2010 Americans with Disabilities Act accessibility standards.

• Responsible authorities may grant exemptions if installation is infeasible, would violate ADA standards, would threaten historic properties, or the building is not frequented by the public.

• The Legislature shall appropriate funds for grants to eligible public entities to install changing tables in preexisting restrooms, prioritizing geographical diversity and higher traffic facilities.

• Public K-12 schools and higher education institutions are exempt unless they have public areas such as auditoriums, gymnasiums, stadiums, or sports halls; the act becomes effective October 1, 2025.
