Requires persons to obtain local government approval before constructing a tall structure (over 200 feet) within two miles of a military installation.

Applicants for tall structures must file with the Federal Aviation Administration and provide either a "Determination of No Hazard to Air Navigation" or a written determination resolving adverse military impacts.

Local governments must require wind energy facility applicants to submit documentation at least 270 days before construction, including notice to the Department of Defense Siting Clearinghouse and state Military Department.

Authorizes local governments to bring injunctive relief actions against persons constructing tall structures without obtaining required prior approval.

Requires local governments to notify the Governor or designee when disputes arise regarding tall structure or wind energy facility approvals; prohibits requiring additional formal military installation approval.

Effective date: October 1, 2025.
