SB96 Summary

• Amends Alabama Code Section 32-8-87 to allow vehicle owners to apply for a salvage certificate of title if their vehicle is declared a total loss in any state, not just Alabama.

• Defines total loss as occurring when an insurance company pays settlement for vehicle damage equal to or greater than 75 percent of fair retail value prior to damage.

• Establishes inspection and documentation requirements for rebuilt salvage vehicles including notarized bills of sale for major component parts, evidence of rebuilder licensing, and written owner affirmation of restoration.

• Sets inspection application fee at $75 and salvage certificate fee at $15; fees support the Motor Vehicle Division inspection program.

• Becomes effective October 1, 2025.
