SJR80 Summary

• Establishes the Alabama Statewide Reentry Task Force to continue work of the existing Reentry Alabama Commission, focusing on reducing recidivism and achieving the state's goal of cutting recidivism in half by 2030.

• Task force comprises 19 members including 4 legislative members, representatives from state agencies (Corrections, Mental Health, Human Resources, Medicaid, Workforce, Veterans Affairs, Law Enforcement), judiciary, education, prosecution, and 3 appointed members representing local government, nonprofits, and individuals with criminal justice experience.

• Directs task force to develop strategic plans for reducing recidivism, implementing evidence-based reentry programs, expanding educational and health care access, removing barriers to reentry, and creating job placement partnerships with employers.

• Director of Pardons and Paroles serves as chair; task force must meet at least quarterly and produce annual progress reports by December 1, with final report due by the tenth legislative day of the 2030 Regular Session.

• Appropriates up to $5,000 from legislative funds for task force expenses; legislative members receive compensation and per diem, while nonlegislative members serve without compensation but may be reimbursed for meeting expenses.
