Commends the Alabama Center for the Arts (ACA) and the Alabama Arts Hall of Fame for their contributions to preservation, promotion, and advancement of the arts in Alabama.

Designates the Alabama Center for the Arts as the official host and site for the Alabama Arts Hall of Fame.

Recognizes the Alabama Arts Hall of Fame inductees from 2016 (Wes Chapman, Tillman Crane, Emmylou Harris, Nall Hollis, Dean Jones, Bruce Larsen, Quiltmakers of Gee's Bend, and Mildred Nungester Wolfe) and 2019 (Truman Capote, Nell Carter, Drive-By Truckers, and Henry Panion III).

Acknowledges the ACA's collaborative partnership between Calhoun Community College and Athens State University in Decatur, Alabama, and its partnerships with K-12 school systems including Decatur City Schools, Hartselle City Schools, and Morgan County Schools.

Notes the ACA's receipt of investment support from municipal, county, and state entities and its promotion of public art displays throughout the community.
