SJR92 Summary

• The Alabama Growth Alliance is encouraged to develop an Alabama Rural Roadmap initiative to provide recommendations for revitalizing rural communities, addressing challenges including aging infrastructure, limited business capital, workforce shortages, declining populations, and inadequate health care access.

• A leadership team consisting of the Senate President Pro Tempore (chair) and House Speaker (vice chair) shall oversee the initiative and appoint legislators, business leaders, economic developers, and other stakeholders to ensure diverse representation across racial, gender, geographic, urban, rural, and economic categories.

• The Alabama Growth Alliance must engage stakeholders, collaborate with universities and state agencies, identify distressed rural areas, and develop specific policy recommendations in five key areas: infrastructure development, business development and entrepreneurship, workforce development and training, quality of life and placemaking, and rural health care improvement.

• The completed Alabama Rural Roadmap must be submitted to the Governor, Senate Fiscal Responsibility and Economic Development Committee chair, House Fiscal Responsibility Committee chair, and Alabama Department of Commerce Secretary no later than the fifth legislative day of the 2026 Regular Session.

• The Legislature intends to give full consideration to recommendations in the roadmap and consider suggested legislation to implement strategies and achieve the prescribed goals.
