Amends Alabama Code Section 12-15-102 to exclude nonfelony traffic offenses and water safety offenses committed by children ages 14-15 from the definition of "delinquent act" for juvenile court purposes

DUI charges (under Section 32-5A-191) and boating under the influence charges (under Section 32-5A-191.3) remain classified as delinquent acts for 14 and 15-year-olds

Effectively shifts jurisdiction for minor traffic and water safety violations by 14-15 year olds away from the juvenile court system

Mirrors existing treatment of 16 and 17-year-olds, who already have nonfelony traffic and water safety offenses excluded from juvenile delinquency proceedings
