Establishes the Alabama Background Check Service through ALEA, allowing employers, licensing agencies, nonprofits, housing authorities, and educational entities to obtain criminal background checks for noncriminal justice purposes such as employment screening, licensing, and volunteer vetting

Mandates law enforcement and correctional agencies collect biometric identifiers (fingerprints, photographs, palm prints, iris scans) from arrested individuals and unidentified human corpses, with data removed if charges are dropped or cleared

Authorizes law enforcement officers to use biometric identification devices to identify individuals during lawful encounters by accessing state and federal biometric repositories

Creates the Alabama Rap Back Program to provide ongoing criminal history notifications to participating entities (employers, licensing boards) when enrolled individuals are arrested or convicted, with annual fees up to $12 per enrolled person

Sets background check fees up to $30 per report and makes misuse of background check information a Class B misdemeanor; effective date October 1, 2026
