Adds "grooming" as a prohibited act under both the crime of enticing a child for immoral purposes (Class C felony) and electronic solicitation of a child (Class B felony), targeting children under 16 years of age

Defines "groom" as a pattern of behavior to prepare, induce, or persuade a child through manipulation, trust-building, influence, gift-giving, or physical touching via electronic communication, online activities, in-person contact, third parties, or indirect methods

Expands the scope of prohibited purposes to include sex offenses under Section 15-20A-5, sexual conduct, sexual performance, and genital mutilation

Establishes broader jurisdiction for electronic solicitation crimes, allowing prosecution in any county where the crime took place, where the victim or defendant resided, or where any images were received
