Amends Section 45-49-140.10 of the Code of Alabama to add a definition of "residence" for fire service fee collection in Mobile County firefighting districts

Expands fire service fees to include: Class III single-family owner-occupied residential property, duplex/multiplex/condominium units, apartment buildings, house trailers, manufactured homes, and lots in residential parks for motor homes or RVs

Maintains existing exemption allowing property owners with structures originally built on a county line to avoid service charges if the structure was not assessed for taxes in Mobile County between January 1, 1990 and December 28, 1990

Requires exempt property owners to provide an irrevocable liability waiver and proof of fire/emergency services agreement with another district or municipality
