AL HB120

Extends the statute of limitations for civil actions based on child sexual abuse from 6 years to 20 years after the victim turns 19, or 2 years after criminal conviction of the perpetrator, whichever is greater

Allows civil actions against both the alleged perpetrator and organizations that negligently prevented or responded to the abuse

Removes sovereign immunity, governmental immunity, qualified immunity, and charitable/religious organization immunity protections for child sexual abuse claims occurring on or after October 1, 2026

Contingent on ratification of a constitutional amendment, revives previously time-barred claims, allowing survivors to file civil actions until January 1, 2029, or 2 years after criminal conviction, whichever is later

Tolls the statute of limitations during criminal investigations and prosecutions until final judgment and exhaustion of appeals
