Proposes adding Section 95.1 to the Alabama Constitution of 2022 to allow the Legislature to revive civil claims arising from child sexual abuse that have been barred by statutes of limitations, statutes of repose, or notice-of-claim requirements

Permits retroactive revival of claims barred before, on, or after January 1, 2027, and authorizes actions against both public and private individuals or entities

Excludes from revival any claims that have been finally adjudicated on the merits or settled through signed agreements with paid consideration

Defines "child sexual abuse" as sexual conduct directed at individuals under 19 years of age that is punishable under Alabama criminal law, including attempts, solicitations, and non-contact exploitation

Requires voter approval through a statewide election to ratify the constitutional amendment
