Expands Alabama's folic acid enrichment requirements to include corn masa flour (0.7 mg per pound) in addition to existing requirements for corn masa products (0.4 mg per pound of end product)

Adds new definition of "corn masa flour" as a dry flour-type product made from drying corn masa, distinct from wet corn masa

Exempts cottage food production operations, grocery stores offering conforming products, and snack foods (chips, crisps, extruded products) from the enrichment requirements

Tortillas and bulk-packaged products used as primary meal ingredients are not considered exempt snack foods and must comply with enrichment standards
