Increases maximum director fees for public utility corporation boards in municipalities under 5,000 population: board chairs from $600 to $1,200 per meeting (cap remains $7,200/year); other directors from $400 to $600 per meeting (cap increases from $4,800 to $7,200/year)

Extends board member terms by one year in municipalities under 5,000 population where the Legislature previously extended the terms of the mayor and municipal governing body members

Allows municipalities under 5,000 population to expand utility corporation boards from five to seven members, with new members serving staggered initial terms of four and six years

Permits up to three municipal officers (instead of two) to serve on expanded boards, though certificates of incorporation may restrict or prohibit municipal officer service

Passed the Alabama House 94-0-10 on February 26, 2026 and takes effect immediately upon enactment
