Authorizes Class 8 municipalities with corporate limits in two counties and population of 25,000 or more to opt out of county personnel board jurisdiction by ordinance, effective six months after passage

Requires municipalities that opt out to create their own civil service system that protects vested and vesting rights of existing county civil service employees

Prohibits municipalities from opting back into county personnel board jurisdiction until at least 10 years after opting out

Mandates that opting-out municipalities enact anti-discrimination policies prohibiting employment decisions based on political opinions, religious affiliations, race, gender, or other protected characteristics

Retroactively ratifies and validates actions taken by municipalities that previously opted out under Act 2023-460, and repeals Section 11-43-5.2 of the Code of Alabama 1975
