Expands vehicle impoundment authority to include drivers who cannot produce a valid license and are not verified as properly licensed, in addition to those with revoked, suspended, or DUI-related license issues

Exempts vehicles from impoundment when the license expired within the preceding 180 days and the driver would otherwise be properly licensed, or when a health care provider or first responder is responding to a medical emergency

Establishes redemption procedures requiring the registered owner to present a valid driver license, proof of insurance, and vehicle documentation, plus pay all towing, storage, and administrative fees; vehicles not redeemed within 60 days are deemed abandoned

Prohibits counties and municipalities from providing funds to assist individuals in obtaining driver licenses or nondriver identification cards, and bars issuance of local government ID cards unless applicants meet the same identification requirements as state driver license applicants
