Permanently establishes the Alabama Resilience Council, originally created by Executive Order No. 736 in May 2023, as an advisory body within the executive branch to coordinate disaster preparedness across state agencies, local governments, and the private sector

Creates a Chief Resilience Officer position appointed by the Governor to lead development of a statewide resilience plan that must include comprehensive risk and vulnerability assessments, prioritized resilience actions, and community preparedness strategies

Council voting membership includes the Governor and heads of 15 state agencies including Emergency Management, Transportation, Public Health, Environmental Management, and Insurance; non-voting members may include local government and private sector representatives

Establishes the Alabama Resilience Council Fund, funded beginning in fiscal year 2028 by 10% of certain insurance fees and charges, capped at $1,000,000 annually

Effective date: October 1, 2026; initial statewide resilience plan must be completed within two years of appointing the Chief Resilience Officer and updated every two years thereafter
