Authorizes sheriffs to appoint special reserve deputies to execute writs of seizure when more than 250 writs are pending in a county (designated as an "emergency writ condition")

Special reserve deputies must be certified by the Alabama Peace Officers' Standards and Training Commission, not currently employed by a sheriff's department, and have completed sheriff-provided training within the last three years

Petitioners pay service fees directly to special reserve deputies for executing writs, capped at $250 per writ; deputies receive no county funds and sheriffs receive no fee for these services

Special reserve deputies receive the same legal immunities and protections as regular deputies under Section 36-22-3, Code of Alabama 1975
