Prohibits foreign nationals from making contributions, donations, or expenditures in connection with Alabama state and local elections, including candidate races and ballot measures such as constitutional amendments and referendums

Defines "foreign national" as non-citizens/non-permanent residents, foreign governments, foreign political parties, entities organized under foreign law, and U.S. entities that are majority foreign-owned (unless using only U.S.-generated funds with U.S. citizen decision-makers)

Bars political parties, PACs, and campaign committees from soliciting, accepting, or receiving foreign national contributions; recipients can avoid liability by obtaining credible evidence the contributor is not a foreign national

Establishes a Class C felony penalty for knowing and willful violations of the foreign national contribution ban
