App store operators must ask account holders to declare their age when creating accounts and provide "age signals" to developers of covered applications that offer different experiences for adults versus minors

Developers of covered applications must report whether their apps provide different experiences based on age, provide parental tools, use reasonable efforts to determine user age, and refrain from delivering advertising to minors

App store operators are prohibited from using data collected from third-party apps for compliance purposes to gain competitive advantage or engage in anti-competitive behavior

Attorney General has exclusive enforcement authority with civil penalties up to $1,000 per violation; no private right of action is created
