AL HB220

Governor, Speaker of the House, and President Pro Tempore of the Senate may remove and replace at any time any board member they appointed, with appointees serving "at the pleasure" of their appointing authority

Applies to all state boards, authorities, and commissions with appointed members, overriding any existing laws that specify different removal processes

Replacement members must meet the same qualifications required by the relevant state law for that board position

Governing boards of two-year and four-year public colleges and universities are explicitly exempted from these removal provisions

Effective date: October 1, 2026; passed House 82-3 with 14 abstentions on February 10, 2026
