Increases funding for Department of Human Resources food stamp program administration from 5% to 7.5% of the value of food stamp benefits issued statewide, to comply with federal "One Big Beautiful Act" provisions

Removes the requirement that Children's Health Insurance Program (CHIP) funding be a first charge against use tax amounts allocated to the General Fund, allowing flexibility for other revenue sources to fund CHIP

Amends Sections 40-23-35 and 40-23-85 of the Code of Alabama 1975 relating to sales and use tax distribution

Effective date: September 1, 2026
