Caps total assistance at the median cost of tuition per term across all public four-year institutions in the state, removing the previous "Academic Excellence Benefits" category for high-GPA students

Limits assistance to 120 academic hours (maximum 72 at community college) or first bachelor's degree, and 60 hours or first graduate degree for those not using benefits for undergraduate study; 12-year maximum eligibility window

Requires joint administration by the State Military Department and Alabama Commission on Higher Education; annual appropriation capped at $10 million; effective October 1, 2026
