Amends Section 16-30-3 of Alabama Code to establish that a parent or guardian's written declaration is sufficient to exempt a K-12 student from vaccination or testing requirements for religious reasons, with no explanation, third-party certification, or approval required

Removes the existing limitation that religious exemptions only apply "in the absence of an epidemic or immediate threat thereof"

Requires public institutions of higher education to offer religious and medical exemptions if they mandate vaccines or disease testing as a condition of enrollment or attendance

Religious exemptions for college students require only a written statement declaring the conflict with religious beliefs, with no explanation, certification, or approval required
