Appropriates $16,300,159 from the Education Trust Fund to Tuskegee University for fiscal year ending September 30, 2027, for support and maintenance of educational programs

Requires at least $2,000,000 of the appropriation be expended for agricultural research and extension service state match

Mandates submission of an operations plan for FY2027 and audited financial statement for FY2025 before any funds are released by the Director of Finance

Requires quarterly expenditure reports and an end-of-year performance report detailing work accomplished, services provided, and program effectiveness measures
